In Oakland, about 9% of adults are unemployed. In some neighborhoods,
those numbers are even higher. One goal of redevelopment is to create
new jobs. But the goals of the developers often have more to do with
making money for their investors than creating jobs for locals. Oakland
policy is written to compromise between those objectives, providing
incentives for developers and requiring that they hire Oakland residents
for the many skilled jobs that come with redevelopment projects.
